Contract Title: Construction of Pumping Stations PS2, PS3 and Interceptor Inlet, incl. SCADA system
The Yangon City Development Committee (YCDC) has received financing from the World Bank toward the cost of the Myanmar Southeast Asia Disaster Risk Management Project – Component 2 Urban Flood Risk Management, and intends to apply part of the proceeds toward payments under the contract for “Construction of Pumping Stations PS2, PS3 and Interceptor Inlet, incl. SCADA system”.
Bidders wishing to offer discounts will be allowed to do so, provided those discounts are included in the Letter of Bid.
The Yangon City Development Committee (YCDC) now invites sealed bids from eligible bidders for implementation of priority works in some of the Yangon City Six (6) Downtown Townships, also known as Central Business District (CBD). In total five (5) pumping stations are needed for the entire CBD, but two will be implemented under this contract, namely PS2 and PS3.
The pumping stations are constructed with an Interceptor inlet and include mechanical and electrical works. A SCADA systems comprising: A remotely located Master Station; local systems at the pumping stations, incl.level transmitters in the drainage network. The following Plant shall be supplied and installed:
- Emergency generators
- Electrical boards
- Screens and trash rakes
- Hydraulic sluice gates
- SCADA system.
The pump stations are equipped with the following pumps and emergency generators:
- Pumps:6 nos. Total capacity: 6,0 m3/sec.
- Emergency generators: 2 nos. total 1,250 KVA.
- Pumps: 4 nos. Total capacity: 2,4 m3/sec.
- Emergency generators: 2 nos. total 500 KVA.
The pump stations are equipped with local SCADA systems.
Implementation period: 730 days.
Place: Downtown Townships of Yangon City.
A margin of preference will apply.
Financial Capabilities: Construction cash flow requirements of US$ 2.0 mill.
Specific Experiences: 2 contracts of same similarity (physical size, complexity, methods / technology, each of minimum value US$ 12.0 mill.
Specialized Sub-contractors is permitted for Mechanical works, Electrical works and SCADA systems.
Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011 and revised in July 2014(“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

A complete set of bidding documents in English may be obtained free of charge by interested eligible bidders upon the submission of a written application to the address below. The Bidding Documents will be issued through email only.
Bids must be delivered to the address given in the bidding documents on or before 10:00 am (Myanmar time) on June 11, 2020. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address given in the bidding documents on 10:00 am (Myanmar time) on June 11, 2020.
All bids must be accompanied by a “Bid Security” of US$ 300,000.
